Twitter + communication --> spam subject lines?

Does Twitter force the reduction of communications to the point they are difficult to distinguish from spam subject lines?

On my Twitter watchlist this AM:

How 2 Increase Uptime with [$PRODUCT]. Shortens length + duration of events
