I've never seen an actual published standard. The closest I've come, which is certainly "he said/she said" was from a former naval NCO who says that classified hard drives are stored at every major military facility in the country because the acceptable means of destruction are "ground to dust, melted to slag, or destruction in a thermonuclear blast."
